Since international students are often not allowed to take up off campus jobs, they are forced to take up in campus jobs at lower than minimum wage. Is that legal? First of all your statement is not correct. you can take off-campus jobs also but they must fit in within University academic norms like 20 hours per week working. As long as is your first priority is academics, nobody will stop you.
